WHO WE SERVICE
2013 and newer heavy-duty diesel vehicles with a GVWR over 14,000 lbs operating in California. This includes commercial trucks, fleet vehicles, government vehicles, and out-of-state trucks operating on California roads that are OBD2-equipped.
TESTING REQUIREMENTS
This service performs CARB-certified OBD2 diagnostic scans for 2013 and newer heavy-duty diesel vehicles over 14,000 lbs GVWR. We do not perform smoke opacity testing — pre-2013 vehicles should contact CARB for alternative testing options.
COMPLIANCE FREQUENCY
All subject vehicles must pass emissions compliance testing twice per year (semi-annual). Deadlines for CA-registered vehicles are based on DMV registration expiration. Non-CA vehicles are based on the last digit of the VIN. Starting October 2027, OBD vehicles shift to quarterly testing.
NON-COMPLIANCE CONSEQUENCES
Failure to comply may result in DMV registration blocks, penalties, and fines. Vehicles must be reported in CTC-VIS and compliant before operating on California public roads and highways.

The HD I/M regulation ensures that polluting, poorly maintained heavy-duty vehicles operating in California are quickly identified and repaired. It promotes a level playing field for businesses that maintain compliant vehicles and protects California's air quality.
ANNUAL COMPLIANCE FEE
Compliance demonstration requires payment of an annual compliance fee and clearance of any outstanding enforcement violations. Tests may be submitted up to 90 days prior to the vehicle's compliance deadline.
HD I/M PROGRAM
MILESTONES
HD I/M REGULATION BEGINS
Clean Truck Check replaces HDVIP. All heavy-duty vehicles over 14,000 lbs GVWR operating in California must register in CTC-VIS.
PSIP REPLACED
Clean Truck Check periodic testing requirements replace the Periodic Smoke Inspection Program (PSIP). Emissions compliance testing requirements become effective.
EMISSIONS TESTING BEGINS
Emissions compliance testing requirements are effective. Vehicles must pass an OBD scan or smoke opacity test by a CARB-credentialed tester.
FULL ENFORCEMENT
All non-exempt vehicles must pass emissions inspection twice per year. Compliance deadlines based on DMV registration or last VIN digit. Non-compliance triggers DMV registration blocks.
QUARTERLY TESTING
OBD-equipped vehicles will be required to undergo testing four times per year. Agricultural vehicles and non-commercial motorhomes remain on annual schedule.
